Dopo le avventure tratte da Burroughs, il regista Connor spinge la sua fantasia alla scoperta della mitica città di Atlantide (anzi, delle sue 7 città ) - seguendo una traccia che a noi ricorda un tardo romanzo di Arthur Conan Doyle "L'abisso di Atlantide" (The Maracot Deep). Il soggetto è interessante, ma i mostri realizzati da Roger Dicken e l'ambientazione non sono molto credibili e danno al film un'impronta di superficialità .

Durante un'immersione sul fondo del mare la batisfera dell'ingegnere Collinson e del professor Aitken recupera una antichissima statua di un idolo. Il grande valore del reperto provoca l'ammutinamento dell'equipaggio della Texas Rose, che, allettato dalla prospettiva di ulteriori facili guadagni costringe i ricercatori ad effettuare una seconda immersione. Questa volta, però, la cabina subacquea incappa in una piovra gigantesca che la trascina negli abissi. Per gli uomini sarebbe morte sicura se, inaspettatamente, non venissero soccorsi da una misteriosa gente che vive nelle profondità marine. Il loro capo, Atmir, svela agli ospiti-prigionieri che il suo popolo discende dalla leggendaria Atlantide la quale, alle origini, era una colonia degli abitanti di Marte. Dotati di poteri paranormali, gli Atlantidi da sempre tentano di influenzare il corso della storia, indirizzandola verso obiettivi di pace e di progresso, ma gli uomini, governati dalle passioni e dalla sete di denaro, hanno disatteso più volte le aspettative.
